Description:
Cornwall Council is responsible for commissioning supported accommodation and floating support provision across Cornwall to support homeless households, people at risk of homelessness and rough sleepers.

The current Empowering and Independence services contract is coming to an end in 31st March 2026. The Council will be procuring an Approved Provider Agreement (APA) for Supported Accommodation for Homeless Households and county wide floating support, to commence April 2026.

The draft specification attached is broken down into 2 Lots:

• LOT 1 - Supported Accommodation
(support in accommodation provided by the provider)
• LOT 2 - Countywide floating Support
(Peripatetic support in situ)

The anticipated maximum contract term is an initial seven years with an optional three year extension period
