Abstract: The strategic objective for GMAP3 in Afghanistan is to release land and conduct Explosive Ordnance Risk Education (EORE) that supports humanitarian emergency response and vulnerable communities. GMAP3 will protect the results of mine action in Afghanistan over the past two decades and provide sustainability by enhancing the national capacity of one or more local mine action IPs. The GMAP3 contract in Afghanistan will be designed and implemented to achieve all five outcomes of the GMAP3 Theory of Change (ToC):• Outcome 1: Measurable progress towards Anti-Personnel Mine Ban Convention (APMBC), Convention on Cluster Munitions (CCM) and Convention on Certain Conventional Weapons (CCW) treaty compliance and universalisation. • Outcome 2: Responsive and equitable nationally owned mine action through improved governance and with increased local implementation.
