Essex County Council (“ECC”) are participating in the Department for Transport (“DfT”) pilot electric scooter (e-Scooter) hire scheme and are seeking to identify providers of e-Scooter hire schemes (“Service Providers”).The ECC pilots, focus on five locations within the County: Basildon, Braintree, Brentwood, Chelmsford, Colchester (the “Locations” or “Districts”). ECC are looking for a Service Provider on the DfT-s approved supplier list at the time of contract award to provide e-Scooters hire programmes to the above locations.Once the preferred Service Provider has been identified, ECC will provide the DfT with the Service Provider-s name. Contracts will be Concession contracts and ECC will seek to enter into a revenue share with the operator. The contract will run until 31 May 2024 with a possibility of extending by one year depending on timings of legislation. It is hoped that the new Transport Bill brought in after May 2024 will create a new low speed, zero emission category of vehicles for e-scooters, ultimately legalizing e-scooters. As the exact timing, or the outcome, of the legislation, is unknown, ECC will have the ability to extend the contract further with the chosen Service Provider.
