  • Tenders are invited for Digital Services Menaee Regional Office Opening date: 6 November 2022 Closing date: 27 November 2022 Save the Children International (SCI) through its regional office in Middle East, North Africa, and Eastern Europe (MENAEE) aims to establish an integrated modular approach to respond to the current Ukraine crisis through the establishment of a Universal Cash Assistance Network and Child Protection (UCAN), integrated with additional key features that are Child-Sensitive, Holistic, Modular, Accessible, Decentralized, and Borderless. In line with SC-s Strategic Statement for the Ukraine conflict and 2022 Global Humanitarian Response Plan, the focus of the services and support will be to conflict-affected children and their families, including unaccompanied and separated children (UASC), children who have lived in institutional care, children with disabilities (CWD) and Roma children. UCAN will be designed as a hub that enables crisis-affected individuals to either self-identify or be identified by SC through a range of access points (incl. a web portal, application, hotline, etc.), be rapidly verified, and receive immediate universal access to the full-range of services that SC provides, including referrals and two-way communication channels, to provide dignity and self-determination when families are facing life-s biggest challenges. In order to achieve the UCAN ambition, SC have developed a minimum viable product that was released in June 2022 and have been since then expanded under a version 2.0 release in September 2022. The key characteristics and services of UCAN-s digital hub include: Web Application:Multilingual webApp hosted under SCI-s domain name and is split into two main components: Registration form for the affected population to apply for support by registering for an account and answering pre-defined questions. Content hub where refugees can access vital information published by SCI and other humanitarian organization to help them during their stay in the host country. We plan to expand this webApp including the release of mobile applications and introducing offline functionalities during 2023. Client Relationship Management (CRM): We are using Monday.com as a CRM to collect, managed, and process data. Data is automatically synched with our front-end WebApp and another registration form hosted on Kobo Toolbox. Also, Monday.com is allowing us to establish several automations in the system and integrations with other 3rd party services like Twilio. Content Management System (CMS): UCAN utilizes Contentful as a service to publish and manage content created by SCI to the web application. Other Service: Twilio - Communication System Miro - Collaboration platform Sonarcloud - Code quality tool GitHub - Code repository Phrase - Localisation and Languages Shortcut - Task management and Ticketing System Figma - Designs Snyk.io - Code scanning Terraform cloud - Deploy infrastructure Notion - Knowledge Management 1.1 REQUIREMENTS SC is seeking the services of a technology company to support in expanding the product and provide ongoing maintenance support. SC envisions that that the supplier will provide the following technical expertise to achieve our ambition: 1. Product Manager: Prioritizing UCAN-s roadmap based on feature value and complexity. Management & lead for product development. We are looking for the following: Product management experience in a startup or agile, fast-paced digital environment. Earlier career experience in either Design, Business, Growth or Engineering. General understanding of design, lead generation and conversion optimization as well as the capability to translate user insights into product features. Experience with CRM systems like Monday.com and how to optimize workflows Understanding of Google Analytics and the automation of workflows is an advantage. Experience with online marketplaces is an advantage. 2. Full-stack engineers: Software engineers to maintain and continue to develop front-end, infrastructure and back-end features of the app. At least two full-stack engineers at 100% split between maintenance and ongoing development. With proven ability to work with the following tech stack: Infrastructure: Microsoft Azure with Terraform, including Azure functions and AAD B2C Gateway: Node.js, TypeScript, GraphQL Frontend: React, TypeScript, GraphQL Integrations: Contentful and Monday.com* CI/CD: GitHub Actions *Monday.com as CRM system is a key element of UCAN-s digital hub, thus it is highly desirable to have at least one engineer with demonstrable expertise with the system. 3. Experience & Interface designer: Designing new features, iterating design of existing features and running user research to inform design. What we are looking for is a UX/UI Designer with: Demonstrable experience in UX research, user interface design, and prototyping Expert in user journey mapping Experienced in using figma as a design software for both web and mobile applications Other key requirements from the supplier-s team will include: Work with internal team(s) on maintaining the system and fixing bugs. Support and collaborate with the UCAN core team including the Project Director to revise and expand the product roadmap. Collaborate with internal and external stakeholders on the development of the technology platform Advise on key technological requirements and considerations for the future of the product Represent UCAN upon request in key meetings and events internally and externally. Support other non-UCAN digital products within SCI as needed
