Approved Provider List for the Provision of a High Needs Study Programme (HNSP) for Young People with Complex Needs (High Needs Learners) and Supported Internships

The Authority wishes to procure an approved provider list for a High Needs Study Programme and also Supported Internships.
The Authority is committed to developing a consistent fully integrated approach to local High Needs Study Programmes across the County to ensure the needs of those learners requiring such provision are met.
A High Needs Study Programme is a person-centred programme which supports the young person to develop and progress, based on a clear understanding of how each person learns best, strategies that will help them achieve their goals, and the support they require within the learning environment. To access the HNSP, a young person must have an Education, Health and Care Plan (EHCP).
The Authority will support a young person to access a High Needs Study Programme when there is no local provision that is adequate and sufficient in quantity that can meet the learner`s educational or training needs and that the assessment of the learner`s education or training needs, identified within an EHCP demonstrates that an essential element can only be provided by specialist provision. At this stage, the adult learning and skills service will source a suitable provider to deliver this element of the EHCP.
